dc.description	Thesis presented with the aim of contributing with an instrument that guides the areas that are involved in the acquisition of goods and contracting of necessary services for the different activities and the fulfillment of indicators of the public procurement management of the GAD MDMQ Metropolitan Health Unit South, of the city of Quito, in compliance with the regulations for Public Procurement. The first chapter contains the theories, concepts and authors that contributed to obtain the necessary knowledge for the final proposal. In the second chapter the methodology applied is described, as well as the observation and analysis made to the institution, which allowed to know the current situation, shortcomings and factors of improvement. dc.description.abstract	Tesis presentada con el fin de contribuir con un instrumento que guíe a las áreas que están involucradas en la adquisición de bienes y contratación de servicios necesarios para las diferentes actividades y al cumplimiento de indicadores de la gestión de compras públicas del GAD MDMQ Unidad Metropolitana de Salud Sur, de la ciudad de Quito, en apego de la normativa para Contratación Pública. El primer capítulo contiene las teorías, conceptos y autores que contribuyeron para la obtención del conocimiento necesario para la propuesta final. En el segundo capítulo se describe la metodología aplicada, así mismo la observación y análisis realizado a la institución, lo que permitió conocer la situación actual, falencias y factores de mejoramiento.
