Resumen:
La presente investigación se realizó buscando diagnosticar la seguridad presente en
uno de los atractivos más importantes de Quito, la loma de El Panecillo; abarcando el tema
de la seguridad que se les brinda a los turistas que visitan la zona por parte de la Policía
Nacional para mejorarla como entidad encargada del turismo del lugar en coordinación con
las demás entidades de seguridad y de competencia de Quito Turismo y el Distrito
Metropolitano de Quito, así también, para conocer si existen puntos de información y
personal capacitado para brindar información turística del sector. Esta idea se refuerza en
base a encuestas, visitas de campo y entrevistas; aporte que se tomó en cuenta a pesar de que
el sector es solo un referente como atractivo turístico importante de la ciudad, por ser el que
mayor puntos de accesos a vulnerabilidad presenta en la zona, evidenció la falta de control
y coordinación entre entidades de seguridad ciudadana, razón por la cual sería relevante
aplicar un plan de seguridad turística en el sector, para resguardar no solo el cuidado de los
bienes del sector, sino también a sus ciudadanos y al sector turístico local. Por lo cual
justifico la importancia del presente estudio y su aporte a futuras investigaciones con
respecto al tema y al sector turístico de la ciudad.

Abstract
The present investigation was carried out seeking to diagnose the safety present in one of
the most important attractions of Quito, the hill of El Panecillo; covering the issue of security
that is offered to tourists visiting the area by the National Police to improve it as the entity
in charge of local tourism in coordination with the other security and competition entities of
Quito Tourism and the Metropolitan District of Quito, as well, to know if there are
information points and trained personnel to provide tourist information of the sector. This
idea is reinforced based on surveys, field visits and interviews; contribution that was taken
into account despite the fact that the sector is only a reference as an important tourist
attraction of the city, as it has the greatest vulnerability access points in the area, evidenced
by the lack of control and coordination between security entities citizen, which is why it
would be relevant to apply a tourism security plan in the sector, to protect not only the care
of the sector's assets, but also its citizens and the local tourism sector. Therefore I justify the
importance of this study and its contribution to future research regarding the subject and the
tourism sector of the city.
