dc.description	SUMMARY The National Council of Rural Parishes (CONAGOPARE) Pichincha is a public entity associated with the 53 Rural Parochial Governments of the Province of Pichincha, established on April 2, 2002, in Pichincha with its canton Quito within its Management in empowering the GAD seeks alliances with different public and private organizations that contribute to this function but there is evidence of the lack of clear processes that make viable the work with private and public universities around the programs and projects that are executed from the departments of connection with society, which causes shortcomings in the cycle of planning, execution and evaluation of the different projects that are executed in the different institutions, the objective of this research is: Design an administrative management model in CONAGOPARE PICHINCHA to work with different universities developing bonding projects at the service of society, this research is planned to be developed through the collection of bibliographic and field information for the generation of an administrative process that will effect the results proposed in this planned work. Next, we intend to conceptualize management by administrative processes from the global, Latin American, national and institutional context, exposing the influence of these in the work that is carried out in the relationship with society and CONAGOPARE PICHINCHA. The investigation will be guided from description and documentation, applying theoretical, empirical and mathematical methods such as statistics, a situational diagnosis is demonstrated, where the organizational structure and the institutional philosophy are analyzed as fundamental, among other basic relevant aspects that help the identification and construction of strategic planning processes, evaluation, elaboration of administrative processes, maps of administrative processes, flow diagrams and technical sheets. dc.description.abstract	Resumen El Consejo Nacional de Parroquias Rurales del Ecuador (CONAGOPARE) Pichincha es una entidad asociada de carácter público que congrega a los 53 Gobiernos Parroquiales Rurales de la Provincia de Pichincha, establecida el 2 de Abril del 2002, en Pichincha con su cantón Quito dentro de su gestión en potenciar a los GAD busca alianzas con distintas organizaciones públicas y privadas que aporten a esta función pero se evidencia la falta de procesos claros que permitan viabilizar el trabajo con las universidades privadas y públicas entorno a los programas y proyectos que se ejecutan desde los departamentos de vinculación con la sociedad, lo que ocasiona falencias en el ciclo de planificación, ejecución y evaluación de los distintos proyectos que se ejecutan en las distintas instituciones, el objetivo de esta investigación es: Diseñar un modelo de gestión administrativa en CONAGOPARE PICHINCHA para trabajar con distintas universidades desarrollando proyectos de vinculación al servicio de la sociedad, esta investigación se planea desarrollar mediante el levantamiento de información bibliográfica y de campo para la generación de proceso administrativo que efectivice los resultados planteados en este trabajo planeado. A continuación se pretende conceptualizar la gestión por procesos administrativos desde el contexto mundial, latinoamericano, nacional e institucional consiguiendo exponer la influencia de estos en la labor que se realiza en la vinculación con la sociedad y CONAGOPARE PICHINCHA. La investigación se va a guiar desde descripción y documentación, aplicando métodos teóricos, empíricos y matemáticos como la estadística, se demuestra un diagnóstico situacional, donde se analiza como primordial la estructura organizacional y la filosofía institucional, entre otros aspectos relevantes básicos que ayudan a la identificación y construcción de procesos estratégicos de planificación, evaluación, elaboración de procesos administrativos, mapas de procesos administrativos, diagramas de flujo y fichas técnicas.
