Resumen:

La Universidad Tecnológica Israel (UISRAEL) nace en 1999 de la experiencia académica y profesional de dos institutos: el Instituto Tecnológico Israel y el Instituto Tecnológico Italia. Alianza estratégica de fortalecimiento para brindar una educación superior de excelencia a nuestros estudiantes. En la década de los ochenta y noventa, estos institutos obtuvieron distintos reconocimientos a nivel nacional e internacional, legado del cual se nutre la UISRAEL y que permitió consolidar una oferta académica que tiene en la actualidad carreras en modalidades presencial, semipresencial y a distancia. En un inicio carecía de manuales y procedimientos que organicen, regulen y evalúen los procesos. El crecimiento de la universidad y el cambio de normativa que regula la educación superior, hicieron que su modelo de gestión sea más inapropiado. El objetivo de esta investigación es establecer una metodología para la articulación de las funciones sustantivas a través de la gestión por procesos para mejorar las actividades académicas, investigativas y de vinculación para hacerlas más eficaces y eficientes, de manera que exista una gestión integral y un direccionamiento único para el desarrollo institucional de la UISRAEL. Este estudio es descriptivo y documental, aplicando el método hipotético-deductivo y el analítico-sintético, presenta un diagnóstico situacional, donde se analizaron aspectos como, la estructura organizacional, misión, visión, valores y objetivos estratégicos, entre otros. Estos sirvieron para identificar y construir cinco procesos estratégicos de: planificación estratégica, seguimiento y evaluación del Plan Estratégico de Desarrollo Institucional (PEDI), planificación operativa, rendición de cuentas y proceso de generación de proyectos de cooperación, caracterizados y documentados a través del mapa de procesos, fichas técnicas y diagramas de flujo. The Technological University Israel (UISRAEL) was born in 1999 from the academic and professional experience of two institutes: the Technological Institute Israel and the Technological Institute Italy. Strategic strengthening partnership to provide superior education of excellence to our students. In the eighties and nineties, these institutes obtained different national and international recognition, legacy of which UISRAEL is nurtured and which allowed to consolidate an academic offer that currently has careers in face-to-face, blended and distance modalities. Initially, there were no manuals and procedures to organize, regulate and evaluate the processes. The growth of the university and the change of regulations that regulate higher education, made its management model more inappropriate. The objective of this research is to establish a methodology for the articulation of substantive functions through process management to improve academic, investigative and linking activities to make them more effective and efficient, so that there is comprehensive management and addressing unique for the institutional development of the UISRAEL. This study is descriptive and documentary, applying the hypothetical-deductive and analytical-synthetic method, presents a situational diagnosis, where aspects such as the organizational structure, mission, vision, values and strategic objectives, among others, were analyzed. These served to identify and build five strategic processes of: strategic planning, monitoring and evaluation of the Strategic Plan for Institutional Development (PEDI), operational planning, accountability and the process of generating cooperation projects, characterized and documented through the map of processes, technical sheets and flow charts.
