Resumen:
Durante el transcurso de la investigación, se ha evidenciado el efecto positivo de
los sistemas dedicados a la organización documental en las instituciones que han apostado
por la adquisición de estas herramientas.
MINTECH es la herramienta por la cual en este proyecto se investiga los resultados
obtenidos luego de la implementación de sistemas con similares características en
diferentes ambientes y casos de uso con la finalidad de lograr resultados similares o
mejores para optimizar los procesos llevados a cabo de forma manual.
Este software está desarrollado en base a requerimientos presentados por los
miembros de la notaría sexagésima octava del cantón Quito, el cual les permitirá gestionar
los documentos digitalizados de tal manera que se evite la manipulación física de los
libros de escrituras y se conserve su integridad, asegurando su custodia y conservación
durante toda su existencia. A través de la lectura de facturas en formato XML generados
por el Consejo de la Judicatura, permitirá además el cumplimiento de la entrega de
reportes mensual a la Unidad de Análisis Financiero UAFE.
MINTECH se desarrolla en un ambiente de software libre en el que se utilizó como
lenguaje de programación Java y una base de datos relacional MySQL, se adoptó XP
como metodología ágil y para la recolección de información, fueron necesarias las
entrevistas que se aplicó al personal indicado.

ABSTRACT
During the course of the investigation, the positive effect of the systems dedicated
to document organization in the institutions that have opted for the acquisition of these
tools has been evidenced.
MINTECH is the tool by which this project investigates the results obtained after
the implementation of systems with similar characteristics in different environments and
use cases in order to achieve similar or better results to optimize the processes carried out
manually.
This software is developed based on requirements presented by the members of the
Quito canton’s sixty-eighth notary, which will allow them to manage the scanned
documents in such a way that the physical manipulation of the writing books is avoided
and their integrity is preserved, ensuring their integrity its custody and conservation
throughout its existence. Through the reading of invoices in XML format generated by
the Judicial Council, will also allow compliance with the delivery of monthly reports to
the UAFE (Financial Analysis Unit).
MINTECH is developed in a free software environment in which it was used as a
Java programming language and a MySQL relational database, XP was adopted as an
agile methodology and for the collection of information, interviews that were applied to
the indicated personnel were necessary.
