dc.description	Ecuador has generated reforms base on democracy, due to an effort to reduce inequality gap. Thus, citizen participation has been promoted trough 54 articles in the Republic Constitution, due the more citizen participation, less inequality. Particularly, Taura’s Parish has high poverty rates and neglect of basic needs. For this reasons, this paper aims to analyze the implementation of the citizen participation system in the parish GAD of Taura, and analyze whether there are differences between social groups with respect to their interference into public activities; through interviews with the authorities, and the application of 73 surveys to inhabitants of the Parish. The main results of the study are not very encouraging, the maximum education level is high school, with a low incomes, and where the citizen doesn’t attend to public spaces due to lack of time and political interest, They also affirm that GAD don’t offer information, hindering active participation in public spaces, and therefore citizens don’t believe in the system. The authorities and the law that have implemented this System, need to focus more on the opinion of citizens, making these participation mechanisms, so that everyone can participate in them, coming to take joint decisions for the welfare of the entire Parish. In the interviews with the authorities of the Parish GAD of Taura, they said that Citizen Participation system has been implemented, however for one of them there are still some improvements that have to be made. dc.description.abstract	En un esfuerzo por reducir la brecha de desigualdad, Ecuador ha generado reformas fomentadas en la democracia, permitiendo al ciudadano tener voz y voto. Es así que se ha promovido la participación ciudadana a través de 54 artículos que se encuentran en la Constitución de la República, bajo la máxima de que a mayor participación ciudadana menor desigualdad. Particularmente la Parroquia de Taura perteneciente al Cantón Naranjal posee altos índices de pobreza y desatención de necesidades básicas. Por esto, el presente trabajo tiene como objetivo analizar el grado de implementación del sistema de participación ciudadana en el GAD parroquial de Taura, y examinar las características de los grupos sociales con respecto a su injerencia en las actividades públicas; a través de entrevistas estructuradas a las autoridades, y de la aplicación de 73 encuestas a habitantes de la Parroquia. Los principales resultados del estudio no son muy alentadores, se encontró una población cuyo nivel de instrucción máximo es secundaria completa, con una situación económica medio baja, y donde el ciudadano no asiste a los espacios de participación por falta de tiempo e interés político, además aseguran que no se les brinda información, dificultando una participación activa en los espacios públicos, y que por lo tanto no creen en el sistema. Las autoridades y la ley como tal que ha implementado este Sistema, requieren enfocarse más en la opinión de los ciudadanos, haciendo que estos mecanismos de participación sean realmente reconocidos por ellos de tal manera que todos puedan participar en los mismos, llegando a si a tomar decisiones conjuntas para el bienestar común de toda la Parroquia. En cuanto a las entrevistas realizadas a las autoridades del GAD Parroquial de Taura, el Sistema de Participación Ciudadana para los tres entrevistados sí se ha implementado, sin embargo para uno de ellos aún falta por realizar ciertas mejoras.
