dc.description	Abstract The work presented was oriented in the analysis of the phases of the Electronic Government developed in the Municipality of Quito and based on it was compared in the perception that citizens have about transparency, taking as a reference the surveys that were generated, the same that they sought in elucidating the objective of the work taking into account previous investigations generated about the Electronic Government and taking into account the progress it has maintained in the Municipality, to determine if the development of the same control that citizens perceive public management in a transparent manner, thus complying the objective director of the Electronic Government, which is Open Government. Finally, through the comparative analysis that is found, the results obtained are presented. Keywords Electronic Government, Municipality, Transparency, Citizens	es_ES
dc.description.abstract	Resumen El trabajo presentado se orientó en el análisis de las fases del Gobierno Electrónico desarrolladas en el Municipio de Quito y en base al mismo se comparó cuál es la percepción que los ciudadanos tienen sobre la transparencia tomando como referencia encuestas que se generaron, las mismas que buscaron dilucidar el objetivo del trabajo tomando en cuenta investigaciones previas generadas acerca del Gobierno Electrónico y cuál es el avance que ha mantenido en el Municipio, para determinar si el desarrollo del mismo permitió que los ciudadanos perciban la gestión pública de manera transparente ,cumpliendo así el principal objetivo del Gobierno Electrónico que es el Gobierno Abierto.
