dc.description	In 2008, Ecuador, through its Constituent Assembly, drafted the Constitution, in which twenty-one articles are established in favor of people with disabilities. From 2009 to 2010, the first Bio-psycho-social study was carried out, which determined the conditions in which people with disabilities found themselves in Ecuador, and establish several projects, implemented and administered by governing Ministries and coordinated by the Technical Secretariat for Disabilities. In 2013, by means of a Presidential Decree, the Technical Secretariat of Disabilities, in charge of coordinating actions in favor of people with disabilities in the equator. Thus, in May 2014, activities and projects were transferred from investment to the governing Ministries as executors. The Ministry of Health assumed, among others, the project for the delivery of medical devices of support to compensate for disabilities, since that year this type of support medical device, until the year 2021, in which the care project ended comprehensive and inclusive of people with disabilities, rehabilitation and special care in health at the national level, for having complied with two government plans. At the moment, the support medical device delivery program has not been institutionalized, which is why it will not be possible to continue providing this type of of support medical devices, incurring in the non-attention of this priority group. Is It is important to note that on average the Ministry of Public Health invested around 8 million dollars a year for the acquisition and delivery of this type of device. According to the World Health Organization, Member States must guarantee to the least a minimum listing of fifty (50) different types of assistive medical devices so that they are delivered free of charge, (WHO, 2016).	es_ES
dc.description.abstract	En el año 2008, el Ecuador, a través de su Asamblea Constituyente, elaboró la Constitución, en la cual se establecen veinte y un artículos en favor de las personas con discapacidad. Desde el año 2009 al 2010, se realizó en el primer estudio Bio-sico-social, el cual determinó las condiciones en las cuales se encontraban las personas con discapacidad en el Ecuador, y se establecen varios proyectos, implementados y administrados por Ministerios rectores y coordinado por la Secretaría Técnica de Discapacidades. En el año 2013 mediante Decreto Presidencial, se suprime la Secretaría Técnica de Discapacidades, encargada de coordinar acciones a favor de las personas con discapacidades en el Ecuador. Es así que, en mayo de 2014, se realiza transferencia de actividades y proyectos de inversión a los Ministerios rectores como ejecutores. El Ministerio de Salud asumió, entre otros, el proyecto de entrega de dispositivos médicos de apoyo para compensar discapacidades, desde ese año se han entregado este tipo de dispositivo médico de apoyo, hasta el año 2021, en el cual finalizó el proyecto de atención integral e integradora de personas con discapacidades, rehabilitación y cuidados especiales en salud a nivel nacional, por haber cumplido con dos planes de gobierno. Al momento el programa de entrega de dispositivos médicos de apoyo no se ha institucionalizado, razón por la cual no se podrá seguir dotando de manera continua de este tipo de dispositivos médicos de apoyo, incurriendo en la no atención de este grupo prioritario. Es importante señalar que en promedio el Ministerio de Salud Pública invirtió alrededor de 8 millones de dólares anuales para la adquisición y entrega de este tipo de dispositivos. Según la Organización Mundial de la Salud, los Estados miembros deberán garantizar al menos un listado mínimo de cincuenta (50) tipos diferentes de dispositivos médicos de apoyo para que sean entregados de manera gratuita, (WHO, 2016).	es_ES
