Resumen:
El Gobierno Autónomo Descentralizado Parroquial Rural de Nuevo Quito se
encuentra ubicado en el cantón Paquisha Provincia de Zamora Chinchipe a 60 km de la
capital provincial. La parroquia se creó mediante acuerdo Ministerial N° 096, de fecha 24 de
Abril del 2007 y publicado en el registro Oficial Número 172, de fecha 18 de Septiembre del
2007. La Parroquia Nuevo Quito, está conformada por quince barrios las cuales se encuentran
habitadas por las etnias: indígena, mestizo, shuar y afro ecuatoriano, se dedican a la minería
artesanal, turismo comunitario, agricultura y ganadería.
El Gobierno Autónomo Descentralizado Parroquial Rural de Nuevo Quito se
encuentra conformado por un presidente, cuatro vocales, dos técnico, una
secretaria/tesorera, promotora social y un obrero con contrato definitivo, el cual hace las
veces de custodio de bienes y control de inventarios de una manera inadecuada, no existe
kardex para el registro de ingresos y egresos de existencias, tampoco se encuentra registrado
contablemente.
El control de los inventarios en las instituciones públicas es una acción de mucha
importancia, el mismo que permite llevar un control óptimo evitando hacer dobles
adquisiciones de algún insumo que conforma el inventario o la caducidad, evitando perdidas
económicas para la institución.
La propuesta del presente trabajo es diseñar un modelo de gestión administrativo para el
control de los inventarios del gobierno autónomo descentralizado parroquial rural de Nuevo
Quito, el mismo que permitirá llevar un control apropiado y realizar por lo menos una vez al
año la constatación física de cada unidad, conjuntamente con la tesorera y los vocales que la
máxima autoridad delegue, con el fin de desarrollar una actividad trasparente.

The Rural Parochial Decentralized Autonomous Government of Nuevo Quito
It is located in the Paquisha canton, Zamora Chinchipe Province, 60 km from the
provincial capital. The parish was created by Ministerial agreement No. 096, dated 24
April 2007 and published in the Official Gazette Number 172, dated September 18,
2007. Nuevo Quito Parish, is made up of fifteen neighborhoods which are located
inhabited by the ethnic groups: indigenous, mestizo, shuar and afro-ecuadorian, they are dedicated to mining
crafts, community tourism, agriculture and livestock.

It is made up of a president, four members, two technicians, one
secretary/treasurer, social promoter and a worker with a permanent contract, who does the
times of custody of goods and inventory control in an inadequate way, there is no
kardex for the registration of income and expenses of stocks, it is not registered either
accounting.
The control of inventories in public institutions is an action of much
importance, the same that allows optimal control avoiding double
acquisitions of some input that makes up the inventory or expiration, avoiding losses
financial for the institution.
The proposal of this work is to design an administrative management model for the
control of the inventories of the autonomous decentralized rural parochial government of Nuevo
Quito, the same one that will allow proper control and carry out at least once a
year the physical verification of each unit, together with the treasurer and the vowels that
highest authority delegated, in order to develop a transparent activity.
