Resumen:
El estudio de factibilidad para la implementación de un tecnicentro automotriz en la ciudad
de Quito implica una exploración detallada del entorno administrativo, educativo y tecnológico
en el que se planea establecer este centro de servicio automotriz. En el ámbito administrativo,
la ciudad de Quito presenta un entorno dinámico y competitivo en el sector automotriz, en este
sentido para el año 2023, se encuentran registrados 350.741 vehículos en un parque automotor
de 550.000, según la Agencia Municipal de Tránsito (AMT, 2023), por lo tanto, el crecimiento
económico y el aumento en la propiedad de vehículos han generado una dinámica constante en
la demanda de servicios de mantenimiento y reparación automotriz.
Es importante señalar que existe una normativa legal directamente relacionada con el
correcto funcionamiento de los vehículos que se sustenta en la Ley Orgánica de Transporte
Terrestre, Transito y Seguridad Vial (Asamblea, 2011) , en el Capítulo II: de los vehículos, Sección
1: Revisión técnica vehicular y homologaciones, en el Artículo 205 establece:
Los importadores de vehículos, de repuestos, equipos, partes y piezas; carroceros y
ensambladores, podrán comercializarlos si cumplen con todas las disposiciones de
seguridad automotriz expedidas por el Instituto Ecuatoriano de Normalización-INEN, la
Comisión Nacional y otras autoridades nacionales en materia de transporte terrestre;
para ello el director ejecutivo de la Comisión Nacional estará en capacidad de supervisar,
fiscalizar y sancionar el incumplimiento de esta disposición.
En el marco del Reglamento a la Ley Orgánica de Transporte Terrestre, Tránsito y Seguridad
Vial, se establece la obligación para los propietarios de vehículos automotores de someterlos a
revisiones técnico-mecánicas en centros autorizados por la Agencia Nacional de Tránsito, según
lo especifica el Artículo 306. La revisión técnica vehicular, detallada en los Artículos 307 al 312,
implica la verificación de condiciones técnico-mecánicas, seguridad, aspectos ambientales y de
confort, llevada a cabo por la Agencia Nacional de Tránsito o los Gobiernos Autónomos
Descentralizados. El certificado de revisión técnica vehicular se vuelve requisito esencial para
obtener la matrícula y operar en servicios de transporte público y comercial, según el Artículo
309. La revisión técnica tiene como objetivos garantizar la seguridad, reducir fallas mecánicas,
mejorar la seguridad vial, incrementar la capacidad operativa de los vehículos, reducir emisiones
y verificar la idoneidad de uso.
