dc.description	The Civil Aviation Law has been amended for sixteen times, its last amendment being more than ten years ago (National Assembly of Ecuador, 2006). The present Law grants the Ecuadorian State the planning, regulation, aeronautical control and civil air navigation control, as well as the construction, operation, maintenance and services of all the facilities in the aerodromes, airports and civil heliports on both national and international routes. ; The General Directorate of Civil Aviation, has supreme powers, in space the Directorate of Safety and Aeronautical Prevention as this legislation, controls and in particular sanctions without having any supervisory body to monitor their actions, especially the Ministries of industry. Becoming a judge, part and executioner; The main objective is to evaluate the failures of implementation in the National Legislation and Public Policies related to Airport Security, trying to achieve effective solutions to the problems raised. The development of the Public Policy is necessary to apply methodology and techniques that evaluate and specify its application over the years, taking into consideration the actors, participants and especially the beneficiaries. Introducing these gradually or hastily depending on the case in the local environment, which allows analyzing the changes in micro and macro levels trying to find effective results; Finally, the Deductive Method was applied with regard to the Regulation that goes from the general to the particular with a comparative approach and the Ethnographic Method that seeks to understand the social phenomena through its members because the Public Administration is a science was applied. dc.description.abstract	La Ley de Aviación Civil, se ha reformado por dieciséis veces, siendo su última enmienda hace más de diez años (Asamblea Nacional de Ecuador, 2006). La presente Ley otorga al Estado ecuatoriano la planificación, regulación, control aeronáutico y control de la aeronavegación civil, como también faculta la construcción, operación, mantenimiento y servicios de todas las instalaciones en los aeródromos, aeropuertos y helipuertos civiles tanto en rutas nacionales como internacionales; La Dirección General de Aviación Civil, tiene facultades supremas, en espacial la Dirección de Seguridad y Prevención Aeronáutica ya que esta legisla, controla y en especial sanciona sin tener ningún órgano de Control que supervise su accionar, en especial los Ministerios de ramo. Convirtiéndose en juez, parte y verdugo; como objetivo primordial es evaluar las fallas de implementación en la Legislación Nacional y Políticas Públicas relacionadas con la Seguridad Aeroportuaria, tratando de conseguir soluciones efectivas a los problemas planteados. El desarrollo de la Política Pública es necesario aplicar metodología y técnicas que evalúen y precisen su aplicación a través de los años, tomando en consideración los actores, participantes y en especial los beneficiarios. Introduciendo estas de forma paulatina o apresurada dependiendo el caso en el medio local, que permiten analizar los cambios en niveles micro y macro tratando de buscar resultados efectivos; para finalizar se aplicó el Método Deductivo en lo concerniente a la Normativa que va de lo general a lo particular con un enfoque comparativo y también se aplicó el Método Etnográfico que busca comprender los fenómenos sociales a través de sus miembros porque la Administración Pública es una ciencia social.
