dc.description	The investigation started from a problem which was found at "Ricardo Ortiz Teran" Public School, located in La Esperanza neighborhood, El Quinche parish, in the Quito city, about the insufficiencies in the communication of four years children. There were problems in pronunciation, auditory and visual discrimination, hindering the interaction with other people and expression of their emotions, feelings and experiences. For this reason, the following general objective was proposed: To design a blog with applications and technological tools for contributing in the language development of four years children. The theoretical framework was based on the concepts of language development, ICT, blog, multimedia, interactivity and in the constructivist and connectivist approaches. The used research was based on the mixed approach of descriptive type, the population taken corresponds to 2 teachers of the initial level, 22 students and 22 parents, an interview was applied to the teachers and a survey for the parents, The gotten data were tabulated by statistical graphs for their analysis and interpretation. The proposal has the following components: information data, rationale, justification, objectives, content, blog’s operation and assessment by specialists. From the results obtained in the evaluations by specialists, it is concluded that the blog will contribute to develop the language, with the aim of giving education a significant contribution, which promotes a dynamic and collaborative learning in the students, generating an integral development. It is recommended to implement the blog to overcome language problems in four years children, because it is a useful and practical pedagogical tool. dc.description.abstract	La investigación parte de una problemática constatada en la Escuela Fiscal “Ricardo Ortiz Terán” ubicada en el Barrio La Esperanza, de la Parroquia de El Quinche, de la ciudad de Quito, en torno a las insuficiencias en la comunicación de los niños de 4 años de edad. Se constataron, entre otras insuficiencias, la pronunciación, la discriminación auditiva y visual, obstaculizando la interacción con otras personas y el poder manifestar sus emociones, sentimientos y vivencias. Por tal motivo se planteó como objetivo general: Diseñar un blog con aplicativos y herramientas tecnológicas para contribuir el desarrollo del lenguaje en niños de 4 años, de la Escuela Fiscal “Ricardo Ortiz Terán” de la ciudad de Quito. La fundamentación teórica se desarrolló en base a los conceptos de desarrollo del lenguaje, TIC, blog, multimedia, interactividad y en los enfoques constructivista y conectivista. La investigación que se utilizó fue en base al enfoque mixto de tipo descriptiva, la población tomada corresponde a 2 docentes del nivel inicial, 22 estudiantes y 22 padres de familia, se aplicó una entrevista a las docentes y una encuesta a padres de familia, los datos obtenidos fueron tabulados mediante gráficos estadísticos para su análisis e interpretación. La propuesta tiene los siguientes componentes: datos informativos, fundamentación, justificación, objetivos, contenidos, funcionamiento y valoración de especialistas. De los resultados obtenidos de las valoraciones de especialistas se concluye que el blog contribuirá a desarrollar el lenguaje, con el objetivo de darle a la educación un aporte significativo que promueva en los estudiantes un aprendizaje dinámico y colaborativo, generando un desarrollo integral. Se recomienda poner en práctica el blog para superar los problemas de lenguaje en los niños de 4 años, porque es una herramienta pedagógica útil y práctica.
