Resumen:
En el Ecuador, hasta el 2007 el servicio militar era de carácter obligatorio, sin embargo, con la Constitución del Ecuador aprobada por referéndum en el año 2008, el servicio militar obligatorio cambió a servicio cívico militar voluntario: (Constituyente, 2008, pág. 79)
Sin embargo, frente a esta reforma en la constitución, no se realizó modificación alguna a la Ley de Servicio Militar Obligatorio en Fuerzas Armadas Nacionales, u otra normativa legal, generando que existan vacíos legales, falta de cumplimiento del objetivo principal del servicio cívico militar voluntario, mal aprovechamiento de recursos económicos y del talento humano.
Todos estos problemas, han sido el producto de realizar un cambio en la constitución sin un análisis previo del impacto que generaría al mediano y largo plazo, tanto en el ámbito económico, social y operativo de las fuerzas armadas ecuatorianas.

In Ecuador, until 2007 military service was compulsory, however, with the Ecuadorian Constitution approved by referendum in 2008, compulsory military service changed to voluntary military civic service: (Constituent, 2008, p. 79 )
However, in the face of this reform in the constitution, no modification was made to the Law of Compulsory Military Service in the National Armed Forces, or other legal regulations, creating legal loopholes, failure to fulfill the main objective of voluntary military civic service , misuse of economic resources and human talent.
All these problems have been the product of making a change in the constitution without prior analysis of the impact it would generate in the medium and long term, both in the economic, social and operational fields of the Ecuadorian armed forces.
